deps: update "@custom-elements-manifest/analyzer" to 0.10.3

Fixes #2345

What I did

1. Updated "@custom-elements-manifest/analyzer" to version 0.10.3 (currently the latest version)
2. It was causing the malformed "API Tables" pages described in this issue: Fixes Docs: Malformed Docs generated for "API Table" pages #2345
3. I don't know why it occurred and how its fixed. Just randomly updated the dependency and it worked.

I believe this fix should have something to do with the analyzer's version 0.10.1: https://github.com/open-wc/custom-elements-manifest/blob/master/packages/analyzer/CHANGELOG.md#release-0101
