primarily intended to buff synth specialist. also a stealth buff to nukies but its only 30u so i dont think anyone will get too fancy, since they can get 60u with 4tc. but we can revert this if its bad

the synthesis specialist shuttle doesn't have a syndiejuice, it just has a pre-emagged chemvend

i think one of our mappers wants to take a pass at the synthesist shuttle? in which case the chemvend can be swapped with a syndiejuice

edit: okay also this is copping to me not looking at the map yml from that pr but why did lyndo make it so chemvend restocks work on a syndiejuice if there isnt one. on the shuttle
