The ACME brand "Bulletcatcher™"

this adds the bulletcatcher, a clown-exclusive TC item that has 100% reflect rate against bullets.

obviously this is meta-changing, but i think in ways that are mostly healthy, funny, and an interesting impact on combat. my thoughts on this are kind of as follows

• while this is enabled for surplus crates, the only job who can buy it outright is clowns, who have clumsy and thus cannot sword-and-shield this with a gun of their own
• edit: apparently surplus no longer takes anything job restricted period so it isnt enabled for surplus. when implementing this i was under the impression it would be available unless i specifically blacklisted it
• our server's security culture heavily relies on nonlethals, which this item does not reflect. this means that the bulletcatcher is primarily a counter to other traitors and nukies, and im fucking obsessed at the idea of clown traitor defensive phalanx
• because this ONLY counters kinetics this is very easy to react to and counter in combat situations
• it is a u shaped pipe that shoots back bullets
