Versions devX with X > 1 are not supported. Also, it would be better to synchronize optimum tpu and TGI versions.
It seems that Torch XLA raises some exception when launching a test that uses `xmp_spawn` after another test that does not use that has been executed before. The workaround is to separate the tests in two dedicated directories, and launch them sequentially.

What does this PR do?
This PR adds an initialization helper function. This could be later used in TGI.
The PR also includes a commit to correct pyproject entries.
