CHANGELOG.md exists as a empty file in the root dir.

The CHANGELOG.md file was previously migrated
to the web documentation system, but the file
persisted unexpectedly.

@TomKimsey -- This file unexpectedly persisted through my Git work and should've been removed. I have corrected this by removing the file in the active pull request, #69.
