This PR is only concerned with our workflow. Sometimes, one would like to check if the CI-matrix fails before one requests review, and similarly, it sometimes happens that you need to re-request review only because you did some bug-fixes w.r.t. the CI-matrix.
This PR allows you to run the full CI-matrix just by setting the label "run_ci_matrix"; unlabeling and labeling again allows to repeat this.
