Description
This creates an internal/tools to handle tooling dependencies like golangci-lint.
It also allow to use dependabot to keep them up-to-date.
This PR only focus on golangci-lint but could be extended to gox, enumer or packer-sdc.
This is inspired by https://github.com/open-telemetry/opentelemetry-collector/blob/main/Makefile.Common
