NET-10576 - consul-k8s - configure acceptance test to configure CoreDNS the way a user would

Changes proposed in this PR

• this changes the existing DNS test so rather than having the test use dig to specify the dns service address to use, the tests will update CoreDNS the way we recommend users should.
• this PR requires NET-10194 - dns proxy acceptance test for partitions #4174
  • in the meantime this consul-dataplane image can be used: jmurrethc/consul-dataplane-dev
• this PR targets the branch of this PR as well: NET-10480 - fix setting namespace and partition setting in dns-proxy mode consul-dataplane#593
