This PR adds C++ from harpCore and methods for neighbourhood verification for
harp_dfdata frames.New C++ code replaces
harpSpatial_prefix withcpp_. TheharpCore::cpp_functions are only called bynbhd_verify()and associated methods (ens_dfss,ens_efssandens_fss)Eventually the
harpSpatial_C++ functions should be removed where there is a harpCore equivalent to aid maintainence.
