Thank you so much for this pull request, @dcog989.
As mentioned in the related issue, the .htaccess file is auto-generated.
That is why it is in the dist/ folder, and thus it must not be edited directly.
The related file is https://github.com/h5bp/server-configs-apache/blob/c616cf5e4a27f72321680097b4b3ee76d6a704c7/h5bp/security/content-security-policy.conf
