Deprecate the CHANGELOG file in favor of NEWS, update the NEWS file

CHANGELOG files are not that useful with proper version control history.
NEWS files are reportedly more useful for distro packagers and users.

This NEWS file starts from the 0.4 release;
previous releases are too old to document here.
