libxdg-basedir: Update to 1.2.3 (#3568)

**Summary**
- Minor documentation fixes
- Fix xdgZeroMemory fallback
- Use strdup rather than malloc+strcpy
- Fix overflow bug
- Add homepage
- Add `monitoring.yml`
