To make it easier to keep packages fresh and updated, supports
pip-toolsfor upgrading packages according to a constraint file.Moved our
requirements.txt->requirements-constraint.txt. Add new packages here, by pinning to a major version, with a loose minor version (asterik).Started with a few basic packages worth keeping up to date. Not everything is going to upgrade right off the bat.
Builds still always work off pinned versions, and nothing upgrades without explicit intervention and commits, ensuring we have mechanisms for audit and reversion.
