Configure Dependabot to send automated PRs to update the version numbers
in .github/workflows/*.yml when new versions of actions are released.

Hey Sean! Thank you for this enhancement. I just merged a pull request that had arrived before this one, which added Dependabot checking for Python requirements (#3325). That has understandably resulted in a merge conflict with this PR. Would you be so kind as to resolve the conflict so we can merge your contribution?
