Installing miniconda on Win 11

Some of our users had issues installing miniconda / conda on Windows 11. We had success installing miniconda using the Windows installer (https://docs.conda.io/en/latest/miniconda.html), and then setting the PYTHON_MINICONDA_PATH environment variable to the install directory.
