flux-resource(1): reformat

Problem: flux-resource(1) does not follow the new pattern for commands
with sub-commands.

Drop line breaks between commands in SYNOPSIS and add useful options.
Define each sub-command in a sub-heading with its own options.
Add some RFC references.
