For galasa-dev/projectmanagement#1943

  • Main and PR GitHub workflows for Simplatform
  • Supporting Dockerfiles
  • Adjustment to the pom.xml for the galasa-simplatform-webapp to force use of the maven-war-plugin at 3.3.2 - see comment for reason.
