3.1.1: Update patchlevel release

Release 3.1.1, no code changes just changes to the packaging system so that
release packages for Windows can be generated and uploaded to the release.

3.1.0: Drop unused files from the repository

These are not valid anmyore and haven't been used in quite some time. So
drop them.
