@mlissner I only have one suggested change.

This phrase "Neutral citations are an old idea and a number of courts already use them: " seems 'off' in the use of 'old'. It reads like "old" as in outdated, not "old" as in it's not novel.

Suggested change: "Neutral citations have been issued by courts in the United States for over 30 years. Here are all the US courts that currently issue neutral citations:"

*I checked and the first court issued them in 1994. I didn't check the month, but it being mid-November, I feel safe using the "over 30 years" description.
