Synchronize versions

Version numbers were significantly inconsistent due to there being no automation to update all versioned files.

Version 3.1.0 - Drop support for Tcl 8.3

Drop support for Tcl 8.3 in accordance with TIP-503. Tcl 8.4 has been out for twenty years or so at this point... it's time.

• Clean version without extraneous generated configure files.
