This relies on #16 should not be merged before it. Once #16 is merged then this can be rebased and reviewed separately.
This moves some messaging about which test we are running and the Passed messages to the top level to avoid having to include it for each new test.
It also adds a new test to the AuthZ section to ensure that if there are two Authorizations that assign different permissions to the same resource for the same user that in the end the user gets a set including all the permissions.
