ELBERT: setup_i2c: always enumerate bmc eeprom (#115)

Summary:
- Allow BMC eeprom to be enumerated even not in BMC mode, for improved
  debugging and traceability.

Testing:
BMC eeprom loaded in both BMC and not BMC mode.
