Bump tough-cookie and purescript in /template (#288)

Removes [tough-cookie](https://github.com/salesforce/tough-cookie). It's no longer used after updating ancestor dependency [purescript](https://github.com/purescript/purescript). These dependencies need to be updated together.


Removes `tough-cookie`

Updates `purescript` from 0.14.9 to 0.15.15
