This pull request proposes the addition of KultChain, an independent EVM-compatible blockchain designed as infrastructure for the cultural sector.
It enables the development of specialized applications for cultural management, including copyright management, artwork traceability, art tokenization, and the preservation of tangible and intangible cultural heritage.

The file 220312.json follows the required schema, and the icon has been placed in the expected directory.
