start with `./runbundler/runbundler.sh ./tests/silius-silius.env up` both bundlers start, but dont communicate.

./tests/skandha-silius.env, which defines a test configuration for skandha as bootnode and silius as peerto run:
./runall.sh ./tests/skandha-silius.env -vvwill start both bundlers, and run initial tests (which currently times out)
