This PR fixes issue #14696. The PR enables the COAP Client on a device configured as a Minimal Thread Device (which is enabled via the
CONFIG_OPENTHREAD_MTD=y
config setting)COAP Client is already enabled in ESP IDF's https://github.com/espressif/esp-idf/blob/master/components/openthread/CMakeLists.txt#L48-L54 :
