Umbrella chart for DIAL solution

WARNING

• The release brings major features within applications, has known issues, and wasn't fully approved by the QA team, therefore it's not recommended to upgrade production environments.
• The release requires Redis to get ai-dial-core resource API working. The redis-cluster helm chart is included in dial-core helm chart but disabled by default to keep backward compatibility. To enable it, set core.redis.enabled: true in values.yaml file. You can also use any Redis deployed externally.
