[draft] feat: permit disabling dotenv when running latent-scope in read-only environments

Motivation

• Similar in spirit to what Flask and other python projects have done - let users disable dotenv
  • load_dotenv writes to the .env (it doesn't just read). This can cause problems when running the server in a read-only environment, like Docker.
  • separately: you may have already called dotenv with pipenv, so there's no need to run it repeatedly.
• Use env var to disable loading dotenv pallets/flask#2724 / Add a parameter to disable load dotenv using Flask CLI pallets/flask#2722

Changes

• WIP: Disable calls to load_dotenv
• To fully complete the picture- when this is used, you probably also want to set the Flask env variable too.
