This adds custom theme packages for testing purposes, which are used in the elastic/kibana#192708 PR.
The Barcelona theme is a copy of the Amsterdam theme with slight typography changes coming from #7942, and the rainbow theme is a green Comic Sans chaos created purely to see parts of Kibana that are not using our theme variables.
