To install the Toledo Flood Hazard Visualizer on your local machine:

1. Install Node JS (http://nodejs.org/)
2. Navigate to the Toledo Flood Hazards folder in the command line
3. npm install
4. npm start
5. In your browser, navigate to [http://localhost:3000/](http://localhost:3000/)
