Improve docker behaviour (#46)

* Refs #4285 Improve dockerfile
- Use docker build context instead of git repository clone.
- Use docker multi-stage build.
- Remove unnecessary Ubuntu packages.
- Add .dockerignore.

* Update Dockerfile
