Initial commit

Create project with `poetry new paddles`.
Fill description in `pyproject.toml` and add content to README.md.
Create repo in GitHub Desktop with BSD-3 license and .gitignore for Python.
Transfer copyright to OU in `LICENSE.md`.
Amend initial commit to add this description and license change.
