Ubuntu 16.04 is out of support and Azure DevOps is going to remove the queue (they have a brownout today which is how I found this).

Issue Details

Ubuntu 16.04 is out of support and Azure DevOps is going to remove the queue (they have a brownout today which is how I found this).

@ViktorHofer @safern any ideas about the CI failure on the Enterprise Linux pipeline? I don't know the leg well enough to know if the failure is a product or general infra issue (or just a network blip).
