This tag adds two main things:

1. support for Data.inputBlocks
   • new Data.inputBlocks parameter by @novicecpp in #5185
   • Fix getattr with config.Data.inputBlocks by @novicecpp in #5186
2. An improvement on which files CRABClient automatically adds to the usertarball, that makes it compatible with newest cmssw versions
   • add src/**/python to user sandbox by @mapellidario in #5188
