Add requirements*.txt to MANIFEST.in, call it v1.0.3

It appears that sdist-based packaging doesn't work quite the way I thought, and I broke this in v1.0.2 (ead91c0). I'm following the minimal-fix suggestion from #32 (comment), thanks @stefan6419846.
