This PR has been extracted from a script hacked yesterday to generate a cross-check list of IBANs and BICs (https://docs.google.com/spreadsheets/d/1m2sHuAOzhcGR0VYRFbfpaO3du8uXA3MD4pbS-Eg6HZI/edit#gid=0)
It's on draft as it does not include any specs but other than that is ready for review.
