[dash]: Skip vnet-vnet tests temporarily (sonic-net#17060)

* [dash]: Skip vnet-vnet tests temporarily * DASH vnet-vnet tests need some changes to the existing code to be able to run successfully. Skip this test until orchagent changes are in place.
