Modified the start.sh script to generate metadata without requiring the credential constructor JWKS to be reachable.

This PR updates the start.sh script to address an issue where SATOSA failed to start because it required the credential constructor JWKS to be reachable. The metadata generation process has been adjusted to work independently of the apigw service.
