create develop section on sidebar (#4503)

this pr creates a 'develop dbt' sidebar and moves the dbt cloud and dbt
core develop docs there so it's more top level.

this pr also updates redirects, removes the 'about dbt core' page to
consolidate it with the dbt core installation doc.
