fix!: emergency hard fork to fix masternode voting

Issue being fixed or feature implemented

Masternode voting was broken in protocol version 6 which introduced nonce validation for masternode voting. This is because we would verify against the owner identity nonce instead of the voting identity nonce.

What was done?

Changed to validate against the voting identity nonce in protocol version 7.
For protocol version 6, did the fix if we are past epoch 13 included.

How Has This Been Tested?

Deployed on testnet and voted more 73 times. It means the problem is fixed.
