add final completion and quick fix support to the v3 protocol

• add final completion and quick fix support to the v3 protocol
• add shorter /api/v3/... endpoints for the server protocol (instead of /api/dartservices/v3/...)

This implements enough of the v3 protocol to support the existing dart web UI.
