Add Conda development environment and package recipe files

This PR adds a Conda development environment inferred from the Poetry pyproject.toml file and adds a recipe for building a Conda packages.

This is pretty out of date at this point and I'm unsure of the utility exactly. Going to close this for now to keep things organized / clean.
