Calculate a given month dry bulb temperature

Description

Add a temperature drybulb average for each month. The changes made were

• Probe a new variable called taDbAvgMonth in weatherNextHour
• Calculate such a variable using a new method called WD_YEAR::wdy_TaDbAvgMonth
