chore: set up release/v0.53.x branch

Description

• update go to 1.23
• bump basic dependencies to latest
• move deprecated golang/mock to uber/mock
• clear out orm
• remove all uses of golang.org/x/exp to use stable packages
• update codeowners
• remove no longer used GH actions WF
• migrate the sonarcloud action to use the working wf
