Static Django files depend on Django version so do not need to be added to the Alyx repo. I've removed them and added the
alyx/static/*/*pattern to .gitignore. This should spare thealyx/static/ref_weighings_*.csvfiles that are the only two alyx-specific files we add to this folder. Also updated the workflow and installation instructions to explicitly copy these Django files.
