I proposed this at IETF119 in an open question, and nobody had opinions.
@mcr, you had comments about the "hosts" part being confusing; you may be happy to see that basically all that stuff can go out if we pick the easier (albeit not as theoretically beautiful) approach, which is also based on a widely established concept.
(It is not as theoretically beautiful because it looks into structure of URIs which should ideally be opaque).
