Problem
There are many quality-of-life improvements in the newer versions of
@solana/web3.js, e.g. solana-labs/solana-web3.js#2736, but our repo is not benefitting from them.Summary of changes

@coral-xyz/anchordo not need to wait for a new release to get a newer version of@solana/web3.jsas long as the version they're trying to upgrade to is a SemVer compatible version.
