Add in-queue check for cancelTransaction() in Timelock.sol :

        require(queuedTransactions[txHash], "Timelock::cancelTransaction: Transaction hasn't been queued.");

before deleting the transaction from the queue:

        queuedTransactions[txHash] = false;
