Problem with set permissions script

Two issues have been found with the latest version of the set-permissions script:

• Apache needs to have execute permissions for the directories in the vendor directory.
• Drush commands should be able to be executed by other users (not just cibuild).

@minorOffense I didn't run 'drush cr' when testing the set-permissions script changes so missed these issues when testing.
