Those files should be place in .circleci/ and be name config.yml

• empty_template.yml: empty template with multiple examples
• cpp_config_template.yml: Builds and tests a theoretical C++ file
• python_ci.yml: ci for python2 and python3
• cnerg_website.yml : template for cnerg website
